In this chapter, we look at what happened during those three years, in three different countries, on three continents — Haiti in the Americas. Bosnia-Herzegovina in Europe, Rwanda in Africa — to try to draw out f r o m these examples the larger lessons of what conditions spawn and then encourage sexual violence during times of conflict. In one. Haiti, there was no aggressor, only a dictatorial state. In the second, the former Yugoslavia, newly-declared nations fought over territory each claimed.
